There is a large amount of instance maintenance and patching that will be happening today and the next few days. We are expecting many instances to be offline for a couple of hours here and there through out this week as the patching is completed. If your instance is under maintenance, you should see a little note on the My Instance page saying so (example below).

If your instance is down for more than a few hours - please let us know so that we can verify the cause.Sorry for the inconvenience.
