Calculating labor costs from resource is an important function in SPM. The preferred method to insure costs are calculated consistently is to use Rate Models for Project work. For Agile and SAFe work, you will need to use Labor Rate Cards and/or Group costs. However, there are exceptions. What if the resource does not yet exist such as a contractor or new hire? Perhaps a specialist must be brought in. In these cases, the Cost Override is a means to improve the accuracy of the calculated labor cost for a particular assignment.
